My pit does this ALL the time, especially when he see us eating. We just tell him firmly "NO!" and he stops.

work out whats making it whine and do something about it... most likely something in the environment around the dog - making it anxious/excited etc
failing that take it to a vet

Throw him/her a bone. Bring the little pet inside in the laundry or shed at night time??? Otherwise consult your vet.
