If you don't want to kiss him, then don't.
Sounds like you are not ready to be in that sort of a relationship with this person. Maybe you're too young to have a boyfriend.
He will probably(maybe, sometimes you have to spell it out) get that you're not ready, and move on to someone more suitable for him.

DON'T KISS HIM IF YOU DON'T LOVE HIM. TELL HIM HOW YOU FEEL AND THAT YOU WOULD RATHER BE FRIENDS. DON'T DO ANYTHING YOU DON'T WANT TO DO AND DON'T LET HIM TALK YOU INTO IT EITHER, IF YOU DON'T WANT TO THEN THAT IS THE BOUNDRY*. IF HE STILL TRIES TO KISS YOU, JUST SIMPLY TELL HIM THAT YOU HAVE NO INTEREST IN KISSING HIM.
