Have you got Norton cleansweep installed on your computer then this might be causing the

problem - to get your explorer going again - press alt ctrl and del and select new task and

then type explorer - this should start the explorer again - if you have got clean sweep

installed uninstall it and this should sort the problem

if not>

Check the eventviewer - click start > run > type > eventvwr.msc > click on the left for

applcation - look for any errors take note of any errors > also do the same for system > now

google the errors - this may give you vitual clues

also check that the services are running

Start/run/services.msc > in the right hand pane look down at the services / if you click in

them it will give you a description

also check the background programs
Start/run/msconfig > click on the tab for startup > look at the lst with all the ticks in it -

disable the ones that you do not want > these program starting when windows starts maybe

causing conflicts and causing you problems

or for the control panel try this

Start/Run/gpedit.msc. User Configuration/Administrative Templates Folder/Control Panel Folder.

Select Show only specified Control Panel Applets (right pane) properties. Select the enable

button/click the Show button.

A new window will pop up that will display control panel objects that are OK to show. Items

not on this list will not be displayed in control panel when this feature is enabled. Here are

the Windows XP Pro Control Panel applets:

System Properties = sysdm.cpl
Network Connections = ncpa.cpl
ODBC Administrator = odbccp32.cpl
Display Properties = desk.cpl
Add or remove programs = appwiz.cpl
Internet Properties = Inetcpl.cpl
Game Controllers = joy.cpl
Phone and modem Options = telephon.cpl
Time and Date Properties = timedate.cpl
Region and Language Options = intl.cpl
Power Options = powercfg.cpl
Mouse Properties = main.cpl
Accessibility Options = access.cpl
Add Hardware Wizard = hdwwiz.cpl
Sound and Audio Devices = mmsys.cpl
User Accounts = nusrmgr.cpl
Speech Properties = sapi.cpl

or

Click Start, Run and enter REGEDIT

Go to: HKEY_CURRENT_USER\Control Panel\don't load

Look in the right pane and you'll see the Control Panel Icons that have been disabled. You can

either right click on the "don't load" subkey and select Delete to restore all disabled icons,

or you can right click on each of the items in the right pane and select Delete to selectively

restore them. Scroll up to Control Panel Applets for a listing of what each one is.

The change will be seen the next time you open Control Panel.

try the control panel now >

still having problems - email me if I'm available I'll reply

PS if you do include any errors that you have got from the eventviewer ---- Oh make sure that

before you go into the system registry create a system restore point > use the regedit very carefully

Well I thinks that it is the problem of ur group policy setting.
To recover this problem just got to run and then type gpedit.msc a windows will opened
Now here go to
user config / Adminis..Temp / Control panel
Now click on control panel folder icon and then u will get "prohibit access to control panel" option on the right side then right click on it and go to properties now if this service is enabled then disable this service u will be able to access the control panel

But if there is another problem then I don't know what it will be
Ok take care

Check for viruses.Do a full system scan with latest updates. The problem might be a result of a virus attack.

If this fails, re-install windows.
