Scotland by far. While the USA exports a huge supply of Bourbon and Tennessee whiskey, and Canada's Crown Royal sells millions of cases, Scotch is sold pretty much everywhere in the world. Believe it or not, Japan buys hella Scotch.

If you count bourbon and other similar "whiskeys" as real whiskey, I'm not sure, but the main exporter of real Scotch Whiskey is obviously the United Kingdom (of which Scotland forms part).
