Very simply.... Upstream engineering is the preliminary design or feasibility for the project.
Downstream is the Design Phase of the project after project approval

its something to do with oil and gas, I think upstream means production and downstream means marketing of oil and gas. so I guess upstream engineering would mean drilling activity.
