It really changes from time to time, and from one place to another.
My sister went to Spain last August through London. She had to put her handbag into the suitcase, and was given a clear plastic bag to have some allowable items, such as your cellular phone chip (without the actual phone), a book, tissues, passport, ticket, credit cards, ID cards, the pocket size wallet/purse...
Basically, at the time, NO HAND BAG in any size or shape is allowed to carry inside the aircraft cabin.
Though on her way back home, she kept calling British Airways for more information regarding the matter... By then, she was allowed to have a small handbag going back home.
Your best shot is to call your Airline company or the airport you are going to...

I got this info at work earlier in August... it was emailed to all staff:
Dear Colleagues,
We reproduce contents of message received from the Airport Authorities
in line with instruction from DFT- Department For Transportation (U.K)
and TSA- Transport Security Administration (USA)
In addition the following should be observed and security controlled:
1- Prescription Medicines and medical items sufficient and essential for
the flight e.g. Diabetic Kit except in Liquid Form unless verified as
authentic.
2- Spectacles and Sunglasses without cases.
3- Contact Lenses without bottles of solution
4- Accompanied Infant's Baby Food, Milk (the contents of each bottle
must be tasted by the accompanying passenger or parents) and sanitary
items sufficient and essential for the flight such as Nappies/ wipes/
creams and nappy disposal bags could be accepted only if unboxed and
clearly visible to be examined.
5- Female sanitary items sufficient and essential for the flight if unboxed
E.G. Tampons pads, towels and wipes
6- Tissues unboxed and/or Handkerchiefs.
7- Keys but not electrical key fobs.
8- Electronics of all kinds are not allowed to carry inside the aircraft
cabin,
All passengers will be hand searched and their footwear and other items
must be X-RAY screened. Wheel chairs and walking aids also must be
X-RAY screened, airport-provided wheel chairs may only pass through
the screening point. Any liquid discovered from the passenger will be
removed
Although these measures will make travel more difficult, however it is
essential for the security of all passengers on board any aircraft, therefore
we request your kind arrangements briefing all passengers accordingly to
avoid inconveniences and discrepancies with the airport authorities.

You may take a small carry on and another purse or laptop sized bag in domestic flights. I am not sure about international but google you local airport and you will find a link that will tell you everytinhg you need to know. That is what I did when I flew last month.

Usually one personal item, such as a purse or small laptop bag, and one carryon. They are very strict on both types of flights and will not make any exceptions. I've experienced this on several airlines. Also, your hand luggage cannot be over 22" in length.

Depends on where you are flying from- the weight is still 10 kgs, it is the size of the bag that counts if you are flying out of the UK. However if you are flying from Dublin or into the UK it seems to be the same as before- I flew home to belfast from Bulgaria on Fri night and there was no restrictions, whereas when I was going to Bulgaria there were signs everywhere in Belfast Airport highlighting what you could take on and what size of bag.

on international flight, before it was 40kilos, but on my recent flight it was like 20 kilos check in and 10kilos hand carry.

the amount is still the same but the contents have changed.
go to www.tsa.gov for a list of items no longer alllowed in carry-on bags.
