Do you understand by this sentence "Application forms for 2007 should be completed and arrive at the XXX headquarters no later than 15 September 2006" that applications sent and received the 15 September will be rejected as they don't respect the deadline?

I asked because I applied the 15 september and they said I didn't respect the deadline!

I think it is trying to say that all application are to arrive at the HQ no later than 15 Sept 2006, and that applications received on 15 Sept will be denied.

Anyway, are you sure you typed it out right? Or is this the qns that has confused you?

There is no doubt that if your application was received at xxx headquarters on 15th September, then it should have been accepted. So that means that if it was actually physically at the headquarters on 15th then it is within the deadline and you have a right to question their refusal.
However, if you sent it on the 15th (even if you posted it before 5pm on the 15th) but it did not arrive at the headquarters until 16th or later, then you were too late.

It means it must be "Postmarked" by the 15. Usually by the close of business that day (4 or 5 pm depending may be a different time) So if you mailed it it needed to be mailed a day or so in advanced. If it's email then it should have been done in the morning. In the future try to do these things a day or so before the deadline. That's the absolute latest you can apply.

Clearly 15 September is no later than 15 September so I think they were unreasonable.
It might have been different had they said "by 15 September" which suggests 'before'

They should accept applications received on the 15th and since they haven't stated a time it is generally accepted that the deadline will expire at midnight on the 15th.

If the application was received on Spetember 15th it should have qualified. They should really be more precise and state a specific time, but 5pm would seem reasonable if they did not.

My understanding is that they have to receive the application by the 15th. If you sent it the 15th it probably arrived on another date.

"no later than" implies that it will still be accepted on Sept. 15 if received at the XXX headquarters on that date.

15 Sept is the last day they accept them. They will accept on 15 Sept, but not on 16 Sept.
