First of all, are you talking about "education" or "education department's writings?" Let me, however, presume that it is "education". Here, whatever be the reason, is it really necessary to go into its (reason for wrong spelling) history unless correct spelling of word/s is also a must? In short, I think, if we somehow get the desired answer to our question, in subjects other than languages/literatures, we need not bother about spellings.
