Well, at this base (Yokota AFB, Japan), women can get their hair cut at the Barber Shop (where the guys usually go) or the beauty salon.
There are also people who specialize in cutting and styling black women's hair.
Tell you cousin that she should ask around when she gets to a duty station, and find out who does "black hair". If there's nobody at the beauty salon who does it - there is probably at least one or two spouses on base who do it.
One of my neighbors does it out of her home.

There are trained Beauticians for the Military Women too -- so as long as she knows the regulation lengths of the Hair and the acceptable styles -- go to her regular beautician and get it done PRIOR to landing at Basic Training.

On base, there is a barber shop and beauty parlor. After training, she will be allowed to go off post to pick her own beautician. The one's on base are cheaper, tho.

In BMT they wont really have thier hair done. Once she gets out of BMT and into her first duty station she can go anywhere she wants.

Yeah, color shouldn't matter. You'd get it done the same place as everywhere else, I'd imagine.
