If your calculator doesn't have a percentage button just do the following:

Input: 190 multiply by 20 and divide by 100

Quicker way would be to:

Input: 190 multiply by 0.2

Answer should be 38.

Divide by 100 which gives you 1% of the number then multiply by 20 to give you 20% or you can instead multiply 190 by 20/100

No way you need a calculator dude.
In your head is quicker, no wasting finger muscles.

10 % of 190 is 19
20 % of 190 is 2 x 10% = 38.

All roads lead to the same answer.

You do .20 times 190. FYI the answer is 38. For example if it was 15% it would be .15 or 5% would be .05 Got it? good luck

multiply 190 by 20 but before you hit the equals key look for the %key and use it instead...if your calculator does not have a % key then multiply 190 by .2
