i cant help with a suggestion, but if you check out this website it might be able to help, I know it's an aussie site, but there is a link to 'selecs a dog' you enter your info about housing, amount of exercise for he dog, type of coat and temrament, it will give you a list of suitable dogs.

Try a mini schnoodle people say there mutts and aren't worth a thing But they are completely wrong from the breeds it comes from its usually sweet gentle playful and a quick learner and doesn't shed (well they shed to an extent but You cant notice it because it stays on their body keep it short really short) Take it to the groomer every 2 months and your good (but to save tons of money get some pet hair and nail clippers and don't pay a thing) they are mutts but they usually have the personalities listed above the people who've had one can tell you that. The others don't like it cause its a mutt
BTW in az Or in this part we usally get pets for around 100-400$ (if mutts) if your paying any more then 350$ dont its not worth it

It depends on how much time the dog will be alone..can you tell us if anyone is home during the day?
Cavalier King Charles do well in an apartment, but can not be left alone.. Boston terriers are good apartment pets, but an older one would be best..Miniature Schnauzers are fine for apartments, and Chihuahuas..

Still I say stick to a jack russel. Another choise would be a miniature poodle but sometimes they just wont stop yapping. besides, I think jack russel are more smarter & they have gr8 personalities.

apartments aren't always the most conducive environment for highly strung dogs. Choose a dog with a calmer, and sweeter disposition. Like a shih tzu or something ...

If you can possibly live without one, it would be kinder not to have one at all, or a cat, unless you are prepared to take him for lots of walks and he isn't shut up in there on his own a lot. Otherwise, a very small dog.

toy or mini poodle. Dont shed, friendly, cute. I like the black, the white stains around the eyes . I have one she is really smart & even people who are allergic to pets can sometimes be around poodles, they are hypo-allergenic. www.petfinder.com
