I would have to say that he is trying to get attention from someone, not necessarily you but who ever is teaching him. Most of the time when kids started eating things like erasers, glue, tacks etc they are begging for some type of attention. Try setting aside about a half hour or more a day for strict quality time - no tele, no phone, no computer. Board games, crafts, science projects - anything that is hands on, even baking are good things to do with him. It may take time to break him of this habit but screaming and yelling are not the way to go.

Pay more attention to child, sit with him, play with him (various types), spend your time with him and make him secure.
Feed him with good food which taste him better, give him food, water, etc. frequently (according to his interest, etc.) Do not force for anything (as the child grow themselves)
When he eat paper etc. tell him about some stories, etc. at the same time tell him the paper is not good because....like that slowly make him understand things... let him do few of the small things which he can do.... (allow him to do) Do not compel him much....as the child know so many things..(they are learning)...teach him good stories, if interested. Do not bother much of him as he is very little now...He will be OK, Do't worry...Do't angry at him unnecessarily.... If you get angry at him tell him why you are angry? Do't tell him anything directly at his face and make him mood-off with you...Treat friendly... First parents then children has to learn things....

The food he is getting may not be suiting his likes, and leaves a desire to try with non-edible items. So first, our priority of cooking should be to suit the taste of those who eat not those who cook !
If he likes to play, he is healthy.
The slow in learning is your assessment out of a measure or standards set by YOU, and may not be existentially valid !
The competition and rat race clouds our judgement now a days.
The eating habit of non-edible things need to be corrected, the action should be directed to correct ourselves, not the child. The child should respond positively to our positive steps.
Tell him stories of children who refused to eat such non-food things, who did well in learning, etc. Indirect hints work well without hurting the pride and ego of children !

take out some time to play and play educational games with him.
hide your erasers and other things so that he can't eat them up.also tell your family members to concentrate on him.
