crime rate increases due to:
unemployment: if people do not earn then they have to look at other options to earn money for survival.
illiteracy: people should me made aware what is good for them and things they should forbid which may harm them or reputation of their society and country.
tracking corrupt politicians: this is the main concern in most nations. government should overthrow and punish dishonest officials in both public and private sectors. there should be fair selection for jobs, education, etc.

I am from south africa, and i can only speak about our experience here. As you know the crime rate here is horrendous. It all comes down to, promises being made by the Government and not been seen through. The low job availability for the millions of people we have in this country. So the jobless rather steal, murder, rape etc, because it is almost making a point. "You wont give me a job, I will steal, or murder"" Very sad, but true
