there is quite big beach in chennai compared to tutucorin, and the climatic conditions also remain more or less same

To produce salt you need cheap labour, and you need acres of barren land near sea to work in....... Cost of living in chennai is high this will affect the production cost of the salt and no one will allow Marine beach for making Salt. Since it is doing good as a tourist spot.

There are may be two reasons.
1.Salt of tutucorin is better and more edible than Chennai.
2. May be there is ban in Chennai.

1.vast stretch of uninhabited land
2.the land should be shallow,not much higher than MSL,
preferably with back waters
3.cheap labour.
