They are like long strips blinds I call them rag blinds as that is what they look like to me like somebody got blinds and tore them into long strips. do you know what they are called I will know what they are when I hear the name but I can't think of it.

Sounds like free-hang fabric vertical blinds. The fabric vanes (louvers) are usually 3 1/2" wide. They rotate 180 degrees and can also be drawn back as a split or one-way draw. These vanes usually have a weight sewn into the bottom.
