i received a ticket for backing up on the highway shoulder i want to know if this is a traffic violation

A simpler answer I hope: Your question didn't say what state you're in. But that doesn't matter for now. The best next step is to visit your local library, reference section, and there should be a vehicle code for your state. The section you were cited for is written on your ticket. Look up that section and read the whole thing. If you decide to go to court, your defense would have to be (in some way) a challenge to how the section describes the violation. But whether you go to court or not, reading it will at least educate yourself about what the elements of the violations are.

Many states have their vehicle code posted on line. Put in keywords of the name of your state and "vehicle code" and you may be able to read the section in that manner.

In most states, one is only allowed to use the shoulder in an emergency.

Check with the relevant state's DMV site for a copy of the traffic code.

Duh, going the wrong way on a highway, even if your car was pointed in the right direction it's still backwards, and the shoulder is still part of the road. where do you live wanna make sure were not on the road at the same time.

Whats even more scary is they gave you a license

yes it is. btw the officer wouldnt give you a ticket if it wasnt against the law.
