be straight and ask the question... find out what they like... for example they maybe into a certain style of music... ask them if they wanna go see a band of that style...
or find out their favourite food and say u know of place that has the best whatever and ask if they wanna try it out with u... if it's something thats interesting to them then it would be hard for them to say no...
Don't say wanna go on a date with me... u'r bound to get shot down in flames... make sure it's something specific!!!

Ok the best way is to cowboy up and ask her straight up. "Hey I was wondering if you would like to go out sometime. You've had my eye lately and i am just now working up the courage to ask you." Be confident and go for it bud! GOOD LUCK!!
