Time? I would like to use it for pick up and deliveries. I would like to have the program calculate green for complete, red when late/overdue, yellow when the overdue time is within the hour.
Where can I get the information to write this program in EXCEL or where can I start? I need to have this by

Excel will work. I need to think about how you can do this. In Excel, go to Help, type in color in the Index tab and choose Number format codes. It has some examples of how to work with colors.

The answer will be easily in these steps
Make a column with your items nad time limits
in the next column, make some formula (Like this)
=if( hour( now()) - hour( A1)=1, "Y", if( hour(now()) - hour(A1) <1, "O","G")
Copy and paste this cell into cells below
Then select these cells and go to
Format > Conditional Formatting
To make it colored by the values (Y, O or G) appeared.
And you are done
