People who care, and are informed need no encouragement to vote. People who look for a "D" or an "R" after a name need not vote. Therefore I question whether encouraging voting, for the sake of voting, is a good idea. Please don't misunderstand, I would love to see a 100% turnout at the ballot box but I am also realistic enough to know that is not likely to happen.
While we're at it may I address your statement?
You say, "It is not a republican or Democrat thing.". Please note the first letter of each of the political parties you listed. May I guess? You are a registered Democrat aren't you? Freud would call it a "slip" I call it an "insight".
To close, if you vote, thanks. And if you believe in trying to get out the vote by all means continue. That is what America is all about and I applaud those with enough sense to form an opinion, even, or perhaps especially, if it differs from mine.

I would talk to everybody you know and encourage them to vote. Tell them it doesn't matter who they vote for - they should just vote.
You can also see if there's a "League of Women Voters" in your area - they are a non-partisan (i.e. neither Democrat or Republican) group that encourages voter participation. If there is one - you can see if you can volunteer for them.
Another thing you can do is volunteer to be a poll worker. They sometimes have trouble finding qualified people.
Check out the link to the website below - it's called "Payattention.org" - and it has some funny ads about things like campaign ads for "old relish packet" and why people should vote for it. Anyways, it has suggestions for things like conducting a voter registration drive.

I would venture to say you can’t. If they don’t already have a mind to go vote, they’re probably too apathetic to turn off American Idol and Survivor long enough to go vote. Word of mouth would probably work best, because the same apathetic people aren’t going to care about fliers; spoken word would sink in better. Picketing and the like just makes you look weird to the apathetic cheese-heads. Just tell people you work with, run into at the grocery store, at your yoga class, at the bar, etc. Just tell everyone!

Offer to take a neighbor with you when you go to the polls.
Arrange a carpool of neighbors to all go at the same time.
Offer a non-driving resident a ride to the polls.
Have a "meet a at the polling place" kind of luncheon with friends. Start by voting or start with the lunch.

People need a reason to get up and do their civic duty (VOTE). If you let them know there is a real problem and that their help is desperately needed, I have no doubt that they will step up to the plate. That is the kind of people I know are out their. They just have to know that their opinion is needed and wanted.
You might point out that the nation is in a bind, because a good portion of our population, is not satisfied with the investigation that "The 911 Commission" conducted for the 911 tragedy. If anything they are convinced that it was nothing short of a "whitewash". You might point out that there is some terrible evidence that suggest this is the case, yet no one, in this administration, steps up to help answer them. You might even go into some of the details, like the ones that follow.
The official government story is that 911 was orchestrated by Al Queda, which is lead by Osama bin Laden. The proof our government provided was a video with Osama confessing to the crime. The problem with the video is that the person in the video does not look like Osama bin Laden: see picture.

There is also good motive too. The New Conservatives (Neo-Cons), were convinced that America was running short of fossil fuel. With the help of other friends, they planned the invasion of Iraq. This plan included the attack of the WTC buildings. It did this to get the support of congress and the nation, to attack Iraq: Like another Pearl Harbor. Read it from their own PENAC document. Pay special attention to the section entitled "Creating Tomorrow's Dominant Force" page 50 and the top of page 51, where it states we need a new Pearl Harbor attack to get the ball rolling.

I have never missed a Presidential election since I was 18. Now, because of the blatant corruption of the voting process in the last two elections, I will never vote again.

Campaign that people choose the right candidate and not the party affiliation but personal intentions for the country. Use the flag with the name of the candidate you choose as right.
