just get to know her. you make the first move cause shes shy. go up to her and start talking about a class or something you have in common. ask her questions and let her talk about herself so you can relate to stuff she says and keep asking questions. try to avoid those awkward silences by making some jokes and make her laugh. she'll start opening up, dont worry. :] good luck!

Be a gentleman; be sensitive. Realize you may have to do most of the talking for a while until she gets more comfortable, and try to pick up her interest level after a while. If you've made her feel comfortable and she's interested, I'm sure she'll talk more to you, even if she's shy around other people. But if it turns out she is pretty shy around others, over time you can encourage her. And remember that being a gentleman, sweet, sensitive is very important; open doors, treat her with respect, like a lady; not every woman is into women's lib.

Instead of dinner and a movie, try a movie and THEN dinner.
You won't have to speak for about 2 hours, then you can use the movie as a conversation topic. Then go from there.
Or go to an amusement park. There's so much going around from people watching, to the rides or the shows.
Just think of dates that don't force you to just talk (such as just dinner).
Once she feels comfortable around you, she won't be as shy, and you can just do dinner. And talk.

The trick is to find clever ways to let her know that you are interested in her- ways that don't require her to come out of her shell too fast. Try befriending her, or simply being kind. Leave her notes, or small tokens of affection. This will help you to gain her trust and allow her to meet you half way.

Yes, first be super patient, be bold and never give up. That is all you need. She will open her mouth to talk, when she is comfortable being around you (mostly you have to do the guessing yourself).

You can't. are you sure she like you? People usually open up to people they like. Don't think about "making her talk". Are you sure you are not talking too much and she don't have space to say anything?. check it out.
