Where did you see him with another girl? What were they doing? Was it at school and they were talking outside of a class? That could be understandable...did you see them out somewhere in public together? That is a completely different story.
I do think you should talk to him about it. He's YOUR boyfriend, but keep in mind that it may be innocent.
Think about the situation and decide how you feel about the different excuses he could give you. Figure out how you want to handle the situation before you are actually in it because when you are faced with a hard decision and you need to make it quick it will be a lot easier if you have already thought about what is and is not acceptable.

Before you go psyco consider whether or not:
1) Its his sister, cousin, co-worker doing work stuff etc
2) Do you own him or if you are dating him. Seeing him with another girl could be anything, seeing him in bed with another girl is a whole nother thing...
3) Are you confident with yourself and in your relationship that you know he loves you or that you can continue to be happy regardless of what he does? A Jealous lover can drive their mate to another person.

Treat him like you would like to be treated. If he's cheating, move on, his loss, if its innocent then you don't have to turn into a monster just to find out what's up.

What do you mean by "with"? If you just meant "in the presence of" then you must be incredibly jealous. If you meant "having sex with", then this loser doesn't deserve any more of your time. You don't even need to break up with him, just stop taking his phone calls and move on.
