There are so many ways to do this... the simplest of which would be to just tell her you like her and ask her out.
Here's a more complicated way to do it. Assuming you both have 2 mutual friends that you trust (preferably another couple, though not necessary, you can decide who's best)... let them in on your feelings towards this girl. Then plan an evening out to a restaurant for all four of you .. like dinner and a movie. Then have your two mutual friends "conveniently" bail on you minutes after you arrive at the restaurant (don't forget to let your server know about the cancellation). Now you both have no choice but to make the best of the situation!
After that, the ball's in your court. You're gonna have to feel your way around how you want to proceed .. but you should probably confess your plan and your feelings eventually during the course of your dinner.

Just ask, don't beat around the bush unless you know she will understand what you are getting at. You don't want to seem like you have no confidence. Just ask, theres really nothing to lose and the worst thing that could happen is it might and I mean might be weird to be around each other for a short time, but it depends on what kind of people you are

Be yourself and tell her you are interested in being closer friends with her. Tell her that you really like her and enjoy the time you two spend together. Tell her you want to get more serious and want to be exclusive with each other. Flirt with her and make fun of her in a fun way. But remember she will like you for you, not something you are not.

why dont you be man enough and tell her that personally if that relationship is really worth it you would have no doubts as to how you would tell it to her
have courage even though you fear she might not want the idea, atleast you had the strength to tell her, you can both be together, talk to her, any place , any time would be appropriate if you and her really belong to one another
