It depends which IM Program you are using. In all of them there is an option to allow IM's from people on your buddy list only.
In MSN it is under Options > Privacy, in Yahoo it is under Preferences > Ignore list, in AOL it is under Setup > IM Settings > Privacy and Security.

If you are inquiring about yahoo messenger all you need to do is open up preferences and choose the settings that's right for you.

From your YIM list right-click onto the people's names you don't want to chat with & go to stealth settings & there you can set up how you want it.
