Because they needed a change.
This happens alot. I work at a retail store and cleaning out the change rooms is always an adventure. We find old clothes that "replace" the new ones that have walked out the door.
It happens in the shoe department as well we find old grubby shoes kicked under the shelf or placed back in the boxes.

either the owner pinched new ones, or maybe the elastic broke and she used the change room to take them off and go commando.
I once had the elastic break in my panties when I went to the movies. I had to throw them out and go home commando. The friend I was with thought it was hilarious. Thankfully I was wearing a long skirt at the time. I would hate to have that happen if I was wearing a mini skirt.
