"Best" is very subjective. There are many great restaurants in New York and I think it depends on what your significant other likes. But here's a few places to start.

i would have to say it is "The Hourglass Tavern" located on west 47 street in restaurant row. the price is excellent, AND it it very romantic..

One if by land two if by sea is pretty romantic.
They are dim, piano, VERY romantic space that was a carrige house from long ago.
