That's a good question....but take a look at what he did to Job. Admittedly, he allowed Satan to do the actual tempting, but he had a rather large hand in the whole mess and Satan couldn't have done a darn thing to Job if God hadn't allowed it. Same thing with the temptation of Jesus in the New Testament.
But the way the prayer is worded "lead us not into temptation...".
If you have to ask God not to do something, doesn't that imply that he might do it if you didn't ask him not to?

Pray------that you enter Not into Temptation.
The more you stay Connected to GOD by Praying, the More Power you will have to Walk away from Temptation.

To test our design limits. You see,we could all have been made as perfect little robots unable to deviate from our programming heirarchies. But to become the great thing we may someday be, we had to be able to CHOOSE. Thats why we have free will. No biblical story illustrates Gods love for what we may become(sorry Jesus)better than the story of Noah,and the Ark.From the experimenters point of view- it had to be a whole lot easier to just dump out the whole petri dish and start over. But he could see the woundrous potentials that we contained, and just had to see if we could become those marvellous somedays, maybe. Not looking so good yet but one may yet hope.

God is not leading us into temptation. We are asking Him to NOT lead us into temptation; to protect us and to help us when we are faced with temptations. We are asking for strength to withstand all temptations.

God doesn't lead us. God ratifies our decisions by letting us do whatever we will. We're asking for the grace not to be tempted, to transcend our sinful nature and choose godliness.
