I am not sure if it is considered child abuse. I didn't see the question, but I think it is WHAT manner is she tying the child. How tight, how long, with what, and all. If you think of it we buckle our infants to their high chair and that is essentially "tying" the child to the chair. Maybe the chair didn't have any buckles to it and she couldn't afford a new chair and she was scared the child would fall out.
The first buckles for high chairs were probably just rope tied around the child and the chair.
Again I didn't see the question and I am not saying no it isn't child abuse and I am not saying that yes it is child abuse, I just think we need more details to it.
ADD:
I went and looked for the question, apparently there IS something you left out of the store. She wan't "tying" the child to the chair, she duct taped HIS ARMS to the chair to prevent him from throwing food! With THAT information at hand I do believe it is a form of abuse only because of the duct tape and the manner she did it in. Duct tape can tear off your skin and remove warts! It is NOT a good thing to put on your child's skin! That was child abuse!

All modern high chairs have straps on them to help hold the child in place so that they don't climb/slip/fall out of the chair. However, if by tying she meant literally tying her son to the chair by other, more vicious and restraining means in order to force feed him or keep him utterly still during mealtime, yes, this is abuse. Sadly, there are some people who actually don't really consider such things abuse. There are some people who see these things as everyday life. I know a few people like this. Even if it was bogus, you were right to report it. Kudos!!!!!!!!!

well i do not tie my grandchildren to the high chair...but they do have straps on them..i do not really think it is child abuse not wanting the child to fall out of the high chair...so i think you may of over reacted to my opinion...usually children love to eat...but at certain ages they do not want to stay still either...and i think just someone going after points is hard to determine too...i do not game for points but i got accused of it once...we all have different opinions..i did not read the original question..if she tied the child with ropes or something like that, i would definitely think it very wrong.....

You loose points for asking questions, not gain them. And I strap my kid in her high chair, technically, with the buckle it comes with....that is a form of 'tieing down"

Most hight chairs come with straps. that is so they dont hurt themselves if they decide to climb out.
