according to catholic theology he is god's representative on earth. that means he essentially decides what is right and wrong within the realm of the catholic church and if you are a catholic and do something the pope has defined as wrong you are guilty of committing a sin. in secular terms, he is the head of state and government of the vatican state and as such performs all the functions associated with these offices. he also represents the catholic church to other churches and religions, on questions like ecumenism and interfaith relations, and the outside world on all matters of concern to the catholic church, like peace, charity, sexuality etc.

According to the Catholic church. The Pope is the one who interprets the Bible, and makes things official on how God wants the Catholic church to worship him. They believe St Peter was hand choose by Jesus him self to be the first Pope, and what ever St Peter binds on earth will also binds in heaven. So the tradition was carried down starting from St peter all the way up till now. So the Catholic church believes that what ever Pope Benedick says is right, because it's binded in heaven.
