Any born again believer can adminsiter Baptism.
All believers are impowered by Holy Spirit.
Communion is the same. Actually many people take communion
daily. Jesus at Last Supper sated, "Do this in remembrance of me"
John 15:16 clearly states that Christ's followers are "ORDAINED".
You can pray to Jesus to boldly approach his Father God (Hebrews). Why would you not have the power of the Holy Ghost/Spirit if you believe John 15:7 If ye abide in me, and my words abide in you, ye shall ask what ye will, and it shall be done unto you.
15:8 Herein is my Father glorified, that ye bear much fruit; so shall ye be my disciples.
Don't let others limit your power thru God because of their Ignorance (Hosea 4:6)

In most denominations, an ordained minister must be the one serving communion; but in some circumstances, an unordained person can serve communion under the "license" of the ordained person.
Most denominations allow unordained persons to assist with serving the elements.
Baptism can be performed by anyone, and has been performed throughout history in emergency situations by many non-ordained persons.

Be careful with those things which are holy as not to offend God. Remember what happened when the ark of the covenant was mishandled?
Holy Communion is a holy sacrament FOR The Most Holy, by HIS children. Therefore, it is not something meant for ANYONE to do, let alone administer.
It does not have to be administered by an ordained minister, but by those who have examined themselves and discerned the Lord's body:
I Corinthians 11:27-30
27 Wherefore whosoever shall eat this bread, and drink this cup of the Lord, unworthily, shall be guilty of the body and blood of the Lord.
28 But let a man examine himself, and so let him eat of that bread, and drink of that cup.
29 For he that eateth and drinketh unworthily, eateth and drinketh damnation to himself, not discerning the Lord's body.
30 For this cause many are weak and sickly among you, and many sleep.
One can partake of holy communion alone and at home if they so choose and deem necessary.
I offer the same answer for baptism--it should be administered by one who is not only OF Christ, but also mature in Christ. Otherwise, what shall they say? What would be their instruction? How well do they know Christ to bring someone else to Him?

Any christian can baptize someone and serve communion, but its ussually an honor reserved for the pastor.

the minister does the service and the readings but in mine we also have parishioners passing out the bread with minister right there with us too
