I have never heard of rounds like that. There are some flechette rounds and a variety of less lethal rounds available. The real question now is why would you want razor wire bullets? And what possible advantage would there be to shooting a ten foot flame that wouldn't last more than a second?

The legality of the shells in question vary from state to state. I have seen both types of shells available at gunshows. They are expensive and not worth the price. On a whim I purchased 3 of the fireshells, known as dragon-breath shells. I had to pay $15 for the 3, not a good deal as far as ammunition concerned.
I can not speak to the bolo-shells, as I have never fired them. The dragon-breath shells seem to be of little use. The only application outside of starting a fire would be to defeat body armour. Even then, the range is such that you would be better off using slug rounds in your shotgun.

I strongly urge you to check local laws before buying anything like that. Most municipalities that I am aware of ban such rounds.
I've never used these rounds, but I saw someone post a video of a Dragon's Breath round. It wasn't very impressive at all. I tried to find it for you, but I couldn't.
Save your money and buy some buckshot rounds instead.

ok ... first of all dont get caught with modified shotgun ammo coz its like illegal and stuff .... but try this at home ..... empty out the shot and load up a 12guage shell with a few dimes ... i call that one the "cookie cutter" .... also u can take that thin metal fishing line and twirl up about 3-4 ft of it and crimp a good-sized fishing weight on each end ..... i call that one the "ally clearer" ... hehehe ... have fun

The real question is if this ammunition is legal to own or obtain in your state of residence. Also, if this ammunition is actually in production and not just some fancy test shell you heard about that isn't actually for sale.
I'm willing to bet these shells are either not real or not for sale.

That type of specialty ammunition is federally regulated and is not meant to be available to the public - only to credentialed law enforcement. It would be expensive on the black market, and a criminal offense if found in your possession.
