to another married man, and both their marriages are falling apart, but they are still legally married (both have children)... is it considered cheating?

Yes it is. She's reaching outside of her marriage to get something that she should be getting from inside of her marriage. She and her husband need to go through some serious counseling to see if there is any way to reconcile their marriage.
Believe me, it's not worth it any other way.

it's not real, it just a game to him He will not jeopardize he's marriage over some affairs. Perhaps he just wanting you as a sex partner.. U need to stay away, Being unfaithful can ruins your life, Imagine if your husband doing the same thing as u do. how would that make u feels? My advice is, STOP it now before you loose your marriage, life, and the person you love. It's not worth it to loose a family just because he talk sweets and try to get to have future with u. U already had a future with your husband that's is a certain.. If u still continuing what u do now, you gonna regret it for the rest of your life and pay a heavy price.

Yes, it is cheating. If you want to go with the extra affair get out of the marriage first & bout ur children too.

Of course it's cheating, but sometimes you have to follow your heart. If it's meant to be, they will handle their separate problems, support each other and be together. I REALLY doubt this will happen. Things are going to get ugly WAY before they get beautiful. Good Luck - they're going to need it.

According to me they must sit altogether to solve the problem. The best solution is they just shift there living places to a far away places from where they can not be in touch with them.

until you have walked away from your marriage...in my eyes it is cheating....... both marriages are probably falling apart becuase you have an interest in each other.....
its easier to walk away these days than it is to try to make things right at home.....remember your vows....through richer or poorer, through sickness and in health, through good times and BAD...til death do you part.
