why are flags flying at 1/2 mast today on Whidbey Island?

First of all, where is Whidbey Island. I know Texas lost a ex governor.

Hi, Whidbey Island is in Washington State...not to far from Seattle and the flag was probably at half mast for the governor who passed away.
