after that my crazy neighbor threw chocolate covered meat at the poor dog

Legally, you are responsible to prevent any mitigating occurrences from making any further damage. That is, after the beaver cut down the fence, you now had a responsibility to make sure your dog couldn't run free.
You either had to immediately repair the fence or tied up the dog.
You are liable for any vet bills she may have incurred with the beaver.
Why the heck would anyone keep a beaver for a pet?
What must her home and furniture look like.
She is responsible for the cost of repairing your fence.
If you can prove she threw the tainted meat, you could have her arrested. I would at least report her to the SPCA.

is this a serious question? Because if it was on your property then I think the neighbor is accountable because THEIR beaver came on YOUR property, and your dog was in its own yard. Plus, your yard was fenced in and the beaver made a point of chopping it down.

Is it legal to have a pet beaver?
cuz I don't think it is....it's your neighbors fault. besides his pet destroyed your property and should build you a new fence. Your dog did the same thing any dog would do. I hope neither of them got hurt.
