Yes ! Raise them !
I'm amused by the people who think that this is some form of government intrusion...
When they are in an accident, I hope then that THEY will refuse any form of government disability... that they will NOT complain about increases in insurance rates... and that they will not complain when the City, County, or State is unable to provide crash rescue response due to the lack of money.
Oh, and when their children are ejected from a friends car... remember NOT to sue... it was your child's RIGHT to make that 50/50 choice !!

I, like many others, have not yet seen anything that has actually persuaded me either way that seatbelts are safe or not. I wear one because I don't want to be thown from the vehicle, in certain types of crashes, but I am aware of the other possibilties in which that seatbelt could also kill me. This is an issue in which I believe it should be each person's choice to determine thier own saftey beliefs. Until all cars are protected by roll cages and we are wearing helmets and flame retardant suits will I believe that we should all have to belt ourselves in, and that will likely never happen. So to answer your question, I'd say "no".

No I don't think there should be a fine at all. A person should have the right to wear a seatbelt. I'm a seat belt wearer myself but there are more pressing concerns with driving (like repeat drunk drivers) that we should be focusing on than not wearing a seatbelt. Most people know the dangers of not wearing a seat belt if they choose not to wear it that is their business.

While wearing a seat belt is a good idea, adults should be allowed to make the choice to wear them or not. The problem with seat belt laws is they assume that people are too stupid to make choices, and that "the all knowing all powerful": government must protect us from ourselves. In reality it is all about the amount of fine money they can collect.
Life involves risks. Adults should be allowed to chose the level of risk that is acceptable to them.
Repeal seat belt and helmet laws for adults!!

Since so many people die of hunger each year, should we make hunger illegal?
I would say, hell yes. What we need is total government control of our every action. Honk if you agree and have your seat belt on.

WE DO NOT NEED TO LEGISLATE EVERY DETAIL OF DAILY LIFE!!!!
WAKE UP
If you die because you don't have on your seatbelt then to bad! it was your choice deal with the consequences of your choices people
