Years from now, when you tell the story of how your hawk ate the state bird, you'll be laughing.
If you allow it to free hunt, things like that can happen. It could have been the neighbor's cat.
The only options I can see is to release live rodents for it to hunt or give it raw meat to eat so it won't have a need to hunt the state's bird.

I hate to tell you this, but unless you have a federal permit you are violating a federal law by being in possession of a hawk. Falconers can advise you on obtaining the necessary permits. Do this immediately as you can end up in jail.
