Taxis are every where but pricey. There is public transporattion called AMA (big white buses like an Area Rapid Transit), you can go anywhere in the metro are (San Juan, Old San Juan, Hato Rey, Bayamon, Carolina, airport). To rent a car is a great idea, but there is traffic around 8 am and 5 pm in San Juan area. In Old San Juan everything is in walking distance, but there is a free trolley. In the San Juan area if you stay in a Hotel at Condado or Old San Juan, you can easily walk to the touristic locations, or simply take a taxi. It is easy to move around. If you are planning to visit around the Island, then you have to rent a car. Good luck.

Primarily walking, but you can easily get a taxi when needed.
