The answer depends on the scale you use. If you are simply asking for 24f to 8f then it would naturally be a 66.66% drop in temp. However if you are considering lets say a range from 212f to -148f then a 16f drop in temp would be about a 4.5% drop. More info would be needed to accurately answer your Question.

8F divided by 24F = answer X 100 = % change
