You should be able to contact the jail directly and ask them the rules regarding visitation, phone calls, and mail.

You should be able to contact the institution directly and get an adress to write to. You will need to have an inmate is number. It may be possible to talk to a counselor but it may take some time. In order to have them write back to you, they will need $ to buy paper and pencil and postage. It is not free. Sometimes, long-term inmates get institutionalized and become unable to relate to what is going on outside. So, if your loved one is not communicating, begin a letter blitz and don't go easy on them. They often need a wake up call and a blitz works pretty good. In any case, don't stop writing and sending things like news clippings and other interesting stuff. Because of the privacy act, the counselor can't tell you if there is something out of normal going on with the person. So, keep writing and hope that they eventually will write back. If this person is not supposed to contact you or is threatening you, you can report them.

Ok. Where I work inmates are charged $20.00 processing fee when booked. In the event that the inmate can't pay he/she when released will have that as a balance. If they get arrested again within 3 yrs then the fee plus an additional 2$20.00 fee must be paid. Eventually if the fees aren't paid they get sent to collections. Alot of inmates that become incarcerated are transients and usually have no family in the area. We get alot of arrests down here (florida) whose last known addresses were places north of here. Also most inmates that become incarcerated for an extended period of time originate from lower income areas. These people can barely survive as it is, so to further charge them for something theruy had nothing to do with doesn't make much sense. 3rd. Here in Florida alot we have alot of arrests for petty crimes. DUI, Possession of less than 20gms of canabis, Drinking on city property (parks). we also refer to these as P.O.P pissin off the police. these offenders don't stay within the system for very long,24-48 hrs.
