When the sugar is cooked, it comes out to be a very light tannish-creamish color. It is made white by stretching it and folding it into itself mulitple times. This adds air to the sugar mix,,, making it turn white in color. They will do this to 2 batches of the candy mix, add red color to one of them and then twist the two together making them into the traditional candy cane design.

The candy canes are white to begin with. The red coloring is added. When the candy is cooked the sugar is not browned, so there is no color.
