If there are no Wicca listed in Witchvox or that you know of in your local community then they may well simply not have made themselves known, many covens keep themselves out of the public eye so to avoid people constantly asking them for lessons, as such many covens do still keep a foot in the door in terms of keeping in touch with the local pagan community so when they are looking for new initiates they can find those who may be ready – there is a saying that when you are ready a coven will find you, this is often true.
If there are really no covens in your area then simply you cannot become Wicca, not unless you are willing to move to an area where there is a coven willing to take you on. Wicca is initiate-only, without initiation into a Wicca coven there is no way for you to know the oath-bound material that makes up what Wicca is, you would also of course not be part of the priesthood that is Wicca. You may be better off converting to Neo-wicca, which is a belief system based upon the outer-court teachings of Wicca – i.e. things about Wicca that are not oath-bound.

Wicca: A Guide for the Solitary Practitioner by Scott Cunningham. You can purchase it online. There is a sequel to the book also called Living Wicca: A further Guide for the Solitary Practitioner. Do a search for his name and you will find a ton of books that he wrote. They are can be used as a solitaire or as a group. These are the books I started with.
There are also classes offered online that teach a specific tradition. If you are unsure about the tradition you want to practice go here http://www.witchvox.com/_x.html?c=trads This will give you some basic information of the traditions and paths. HI, there is an international Website that teaches classes. Their first degree class is free. There are also alot of other free classes. If you want to know more about Wicca, it is a great place to start.
Also, if you want to search for others in your country that are Wiccan or Pagan just check witchvox.com

Then you will have to travel to another country to be intiated. Initation into Wicca involves the Great Rite (sex) and you can't do that from visiting a website. Find a real coven that worships skyclad (nude). There are no "solitary wiccans", unless they were initiated into a real coven.

If there is any truth to the old saying "Those who can, do. Those who can't, teach.", that truth is found in the occult, and Wicca in particular. Silver Ravenwolf has written close to a dozen books on the subject of "The Craft", and claims she has been studying it since about 1969, which is almost as long as I’ve been alive. She has written a book on how to cast money spells, and includes a chapter on how to do so in her Teen Witch book. But the thing is, she doesn't particularly sound all that prosperous herself. Ravenwolf writes,
" For years I couldn't afford to go to a hair stylist (still can't, it's shop and chop for me). I got pretty good at stying my own hair from looking at magazine pictures" [SOURCE: Teen Witch, Llewellyn Publications, 2003 edition, page 145]
OK, she so rich she can't go to the hairdresser. Hey, get me a copy of that Prosperity Spell book!
Silver Ravenwolf seems to have inadvertently discovered that Wicca makes things worse, but won't ever admit it as such.
In Teen Witch she says
"A lot of people tell me how bad their lives have gotten after casting a spell and tell me they won't do Witchcraft anymore. I tell them their lives would have been much worse for not having cast the spell".
Gee Silver, you would think a lot of people would be saying things like "Hey, Silver Ravenwolf, my life has improved tremendously with Wicca!" if Wicca is as great as they claim. Instead it makes lives much worse, and even Silver Ravenwolf admits she hears this a lot!!!
Why? Because sometimes, things are just as you think they are. Most average people will tell you the occult deals with black magic and demons, and demons are evil beings who wish us harm. This is how it is my friend. The occult is evil, and brings bad happenings into a person's life, and Wicca is an occult religion. When you stop trying to rationalize it with inaccurate data and just use common sense you will realize this. Some occultists are of above average intelligence, and I think part of the problem is they have book smarts but not common sense. There are two forces at work in this universe: the counterfeit and the genuine. Wicca’s source of power is not the genuine. There’s just simply no way Wicca (and thus the copycat Neopagan religions) can be created from the black magic writings of “The Great Beast 666", the bizarre sexual practices of Gardner, the spiritual “guidance” of the Watchers (fallen angels) and still be a source of good!
None of the people who have answered your question can make it work either, Don't delude yourself. It's an incredible waste of time and money, and it's spiritual poison. I was in the ocult for years until I wised up. If there's an Anglican Church where you live, go to that instead.

I cannot say that I am a teacher of Wicca however I do practice the faith. You do not need a teacher, you can read about it and talk to others about it. Unlike some other faiths Wicca is a personal commitment to the energies of the earth which were created in it. The knowledge is out there, don't be afraid of looking.

You can be solitary - I suggest the guide for Solitary Practitioner by Scott Cunningham. You can do quite a bit of research on-line - start with witchvox.com. Wicca has room for everyone even if you are not able to join a coven.

You can't. You have to be initiated by another Wiccan. You will have to travel somehwere where Wiccans live.
