I would make every single man, woman, and child equal. No matter what type of race, origin, creed, sex, disability, sexual lifestyle, profession, education, etc.. Every single person in this world would be on the level. And all the riches in this world would be split equally - starting with all the money Bush spends carelessly. :)

Many things. Our civilization is pretty flawed as it is, I think it would take a lot to sort it out. But I'll list some of the main things:
- A capitalist economy would be used, with the government receiving revenue from taxing access to natural resources. No person or organization would be exempt from this tax, and it would also include pollution.
- The rest of the government would be chosen according to psychological tests, in order to find the most intelligent and moral people on Earth; basically a meritocracy.
- The justice system would be based as much on computer programs as possible, to reduce bias. Anything the computers couldn't handle would be solved through a vote by whatever government level was handling the matter.
- Intellectual property privileges would not exist, that is, there would be no such thing as patents or copyrights.
- There would be a public education and health insurance system, but private ones would also be allowed.
- Research and development, including a space program, a SETI program, AI research and NKS research, would be fully funded.
- There would be a strict separation of church and state, and the government would adopt moderate pro-atheism policies rather than pro-religion policies.
- There would be no such thing as legally recognized marriage; that is to say, there would be no special privileges or obligations for couples.

I think that's plenty to start off with. :P

1. Ban war. If anyone disobeys and starts a fight, they would be severely punished, sanctioned, invaded, etc.

2. Ban guns except for police.

3. Force all nations to sign the Kyoto protocol. Since everyone is doing it, no one can complain that they can't be competitive.

4. Move towards a world government, democratically elected by all the people on earth.

5. Fully fund education through college.

6. Fully find NASA, the National Science Insititute and other science related programs.

considering i wasn't democratically elected, with absolute power and in office for life first thing i would give out laws limiting the number of children everyone is entitled to. also there would a course with an exam (theoretical and practical probably) that anyone who wants children would have to pass. it would be hard and hopefully adequate.
second thing a percentage of income from all the states would go to space exploration (not just NASA).
third thing there would be state money for people with low income who are raising children
fourth thing end corruption (not sure yet how that can be done, probably severe penalties and supervision)
fifth thing every car manufacturing company would have to develop and market effectively at least one viable and affordable environment-friendly type of car
sixth thing a world war comitee where a country would have to go to present proof to get permission to declare war and initiate hostile actions against another country (with objective-minded amd uncorruptable members)
seventh thing protect myself from the uprising, rebellions, assasinations and military attacks that would surely be in great numbers due to the first six things

If I were emperor of the world, I'd ban war.
Then I'd ban prejudice, bigotry, and hatred in all its forms.
Then I'd ban slavery in all its forms (even in the form of WalMart employees who make minimum wage while Sam Walton's descendants are among the richest people in the world).
Then I'd ban usury (such as credit card companies practice).
And I'd ban all activities unfriendly to the global environment (such as coal mining, oil drilling, deforestation of the rain forests, landfills, etc., etc.).
Then I'd ban emperors (including myself) and create a global democracy where the people govern by majority vote and referendums, NOT by elected politicians who only serve their own self-interests.
Then I'd sit back and see how long it took for some nutcake to try and make himself emperor of the world. -RKO-

I'm not giving in to all this end world hunger crap, if I were emporer of the world I would make sure everyone had a job and a good start on life

I would end slavery, in all its forms everywhere on earth.

I would get food to people who need it the most.

Maybe make sure everybody on Earth who needs it get $1 a day at least. Whatever they chose to spend it on.

Free libraries around the world.

Free public defenders for anyone accused of something.

Start a new United Nations and you really have to do something to belong or NO ONE trades or even talks to you.

I hate any plastic surgery that is done to any fine young men or women to improve their self image by getting bigger boobs or any other implant to enhance shapeliness. I'm tired of the Hollywood infatuation with self image. Plastic surgery is a good thing but the amount of unnecessary surgery is sickening. So I'd make it illegal. :-D

(that is, unecessary surgery. I wouldn't know where to draw the line, but I'm emperor, I can do what I damn well please).

drastically reduce the number of people on the planet. and i would be very prejudiced (not by race) against a whole lot of worthless trash that do nothing more than waste space
