Offhand I don't know of any state that issues a license to an individual under the age of 16 however, there may be exceptions for farms (as long as child labor laws are followed). Your best best is to have some documentation of what your hardship is and make an appointment to speak with an officer at the DMV. You may also want to speak to a lawyer as well who may be able to help you with your cause. Good luck.

It would depend on the state. I know my state allows licenses for 14 and 15-year-olds who show they need it for school or work.
