Try double-sided tape. Scotch brand is easy and comes in a roll just like regular tape. This will lie flatter than the clay-type stuff, but is harder to remove. It will still come off the walls, but probably not the paper.

Use a special glue/gum (looks like clay). Make small balls and stick that to the back of construction paper (different colors) and stick to wall. The 'glue' is not supposed to discolor walls. Check your local craft stores.

You didn't say if you already had the paper or not. And what kind of paper are we talking about here? Because wallpaper does exist...
If you already have the paper, there are lots of ways you can use it. Give me more info on the paper and I'll give you at least 3 ways to do it....

iused poster putty and wrapping paper and cool craft papers to make collages on my wall and on one wall i put up some heavy duty white art paper and had a continuous mural that my friends and visitors could add as the year went on. it turned out pretty neat and i ended up saving it

Position different colors in a square pattern - lay ribbon, crisscross over the seams. Add lightweight embellishment in the corners...
