hey could use some advice tried every think but it come and goes

Microsoft had a fix in SP 1 just for this problem, are you up to date with all of the updates for XP? Try them one at a time with an older machine, you don't want to totally down it. You want to be able to restore back if you make more problems.. there is a spot in the registry that gives it more time to shut down each program... but messing around with that is better left for the experts..

When users shut down, Windows XP gives each process running in the background 20 seconds to close itself before the operating system shuts down the computer. If a process cannot close itself down within that 20-second time-out period, users will see the Wait, End Task, Or Cancel dialog box that alerts them to the problem process and prompts them to choose between waiting another 20 seconds, ending the process, or canceling the shutdown procedure.

Maybe some system files of the XP on your HDD are corrupt because of the OLD PC you have.

Try to fix it by running scandisk and disk defrag (open "My Computer"; Right-click "Local DIsk C:"; Choose "Properties"; Select "Tools" tab.

Also try to clean and optimize your registry. download it at www.download.com. Remove Spywares, adwares, and/or viruses as well. (there are freeware on the site i mentioned above)

If it still doesn't work, re-install windows XP.
