Can unused profile directories be safely deleted from xp home?

If they have ever been used you should first make sure that there are no important files that need to be moved. Outside of that there is no problem deleting the directories.

probably, but it would be best to delete the user by using the account management tool.
there will be other junk apart from the directory that you would do well to get rid of
