no no no, that's like trying to substitute sugar for salt.

you'll have better luck reconstituting powdered creamer, 1 part creamer to 1 part hot water, stir thoroughly, then add 1 part cold water. ex: 1 cup creamer
1 cup hot water
1 cup cold water

Im not sure. Sweetend Condensed milk is cow's milk from which water has been removed and to which sugar has been added. Evaporated milk is fresh, homogenized milk from which about 1/2 of the water has been removed. And then it is fortified with vitamins and such. Evaporated milk has no sugar where as condensed milk has. That is really the only difference between the two. So depending on what you are making, you may not want to use the sweetend condensed milk...cause it will make whatever you are making sweet. I hope this helps guide you some. By the way you can make evaporated milk if you have Dry milk powder. You can measure out 1/3 cup of dry milk powder and then mix half a cup of water.

No. Sweetened condensed milk has a lot of sugar added, while evaporated milk doesn't. They're two different things.

I can't think of anything you could substitute for evaporated milk, unless you have some powdered milk on hand and only added half the water.
