Go to your local animal shelter - while they might have a small adoption fee (at ours, it's $50), it's a lot cheaper than getting purebred puppies. If you can't afford that much then you probably can't afford to have a dog - or at least, afford to have a dog and give it the life it needs (good food, regular vet visits, etc.).

Go to your local humane society or dog pound. Sometimes the animals are free to a good home, otherwise you might have to pay for the shots or something.

Try going thru petfinder.com. Should be able to find a dog that way. Also, they could try asking their vet, or talking to friends--often people will network to find a home for their pet through those channels.

You can always try craigslist.com Theyre always giving away free pets. But what about vet bills and food? Thats never free
