Shy guys don't really come out and "flirt". But they do give clues to their attraction, if you pay attention. Here are some things to look for:
-Is he shy around people in general but DOUBLY shy around you?
-Does he have a difficult time making eye contact with you, but do you catch him staring when he thinks you're not watching him?
-Does he often happen to show up at the same places as you, but act like he doesn't see you?
-Does he email/IM you? (Shy guys prefer this over phoning.)
-Does he pay you a compliment that would seem slight from another guy, then blush and stare at his feet?
If you want to know what a shy guy is thinking, you have to talk to him and make him feel comfortable with you. Don't flirt -- just stick to "safe" (non-dating) topics until he comes out of his shell. It can be worth the effort -- shyer men, when they like a girl, tend to REALLY like her.

A shy guy doesn't "flirt" intentially. He may smile at you or say hello to you. If he is really shy, that is a big deal for him. Don't expect a wink or anything like that. Of course if you like him and you have some positive response for him then he may open up to you more.

If you notice him gazing at you with a big bulge in front of his pants, then he's flirting dear...He may smile or stare. You should strike up a conversation to see him turn beet red and perch his hands in his pockets, kicking rocks. Good luck

soft eye contact and a smile has always worked well for me - it's discreet, it's not creepy - if she's looking back at me, I mouth the word "hi" to her or wink and see how she reacts - it's smooth and women always appreciate the soft and discreet approach
