I want to know the guidelines for giving and getting the forty lashes minus one. Why didn't they just say "thirty-nine lashes"?

Seems to me I read an article one time about a whip they used that had 13 separate whips attached. Three lashes would do it.
There was one called cat-o-nine tails that had nine.

if this is in reference to the bible, the number 40 is used on MANY occasions and simply means "a long period of time". it mightve just been to symbolize that it was long and painful?

what I understand is they thought 40 was sure to kill you where as you would probably live having 39

it's probably the same as getting a jail sentence in this time period and having part of it suspended.
