Instead of writing the nearest big city in a letter, can I write the county I am in?

For instance, i live in Houston, TX, but i technically live in Harris County. Can I be written to at

You can technically consider your zip code to be the same as your city but post office workers prefer to see the city or town name on the envelope. For this reason, I would recommend using the name of the town because you might just find your mail returned to you some of the time.
